Where to complain when a casino will not pay out

If a casino will not pay out, complain in this order. First, the casino itself, in writing. Second, if it holds a Latvian licence, VID, the State Revenue Service, which supervises it. Third, the bank or payment provider you deposited through. Latvia has no dedicated service that settles gambling payout disputes. For most of the casinos on our list, which hold offshore licences, no regulator runs a complaints process a player can use. The payment provider is often the only lever that actually works. No route below guarantees you get paid.

Step one is always the casino itself

Complain to the operator first, in writing, because every later route will ask whether you did.

Use the casino's own complaints procedure, which should be in its terms, or write to support by email rather than live chat so you keep a copy. Say which withdrawal, the amount, the date you requested it, and what you want: payment, or a written reason for refusing it.

Record everything from the moment the problem starts:

  • the date and time of the withdrawal request and the amount
  • screenshots of your balance, the transaction history and the withdrawal status
  • the exact wording of any refusal, including the rule the casino says you broke
  • every message you send and receive, with dates
  • the documents you uploaded for verification, and when

If the stated reason is verification, the casino wants documents before it pays. That is normal, and our guide to casino verification explains what is usually asked for and how long it takes. If you have already sent everything and the answer keeps changing, write that down too.

Give the casino a fair chance to answer, and keep the tone factual. The file you build here is what a supervisor, a bank or a payment provider will look at later.

Find out which licence the casino holds

The licence decides which of the routes below exists, so check it before you do anything else.

A licensed casino usually shows its licence in the site footer: the regulator, a licence number, often a clickable seal. Every casino page on our site also names the licence. For a Latvian licence, you can confirm the company in VID's register of licensed gambling operators.

Our explainer on what a casino licence gives you covers the differences between regulators in detail. For a payout dispute, the question is narrower: is there anyone with authority over this operator who will look at a player's complaint? The answer is below.

If the casino holds a Latvian licence

A Latvian-licensed casino answers to VID, the only supervisor in this article with real authority over the operator.

Six casinos on our list hold a Latvian licence: Betsafe, Klondaika, Laimz, LVBet, Optibet and Tonybet. VID issues their licences and supervises whether they follow the Gambling and Lotteries Law and the licence terms.

If the operator has not resolved your complaint, write to VID with your file: who you are, the operator, the account, the withdrawal, what the casino said and when, and copies of your evidence. What VID does with a complaint is its decision, and it is not a court that orders a particular payment. But it can act against a licence, and the operator knows it. That leverage does not exist for any other group of casinos on our list.

If you want a casino where this route works, Optibet and Klondaika both hold Latvian licences, as do the other four above.

If the casino holds a foreign licence

For 49 of the 56 casinos we list, no regulator runs a complaints process a player can realistically use.

This is where most payout disputes end up, and it is the answer the industry prefers not to give. "Contact the regulator" describes a route that exists for one foreign licence on our list and not for the rest.

  • Casinos on our list - Malta (MGA): 1; Curaçao: 31; Anjouan: 16; Tobique: 2.
  • What the regulator does - Malta (MGA): Runs a published player complaint form for its licensees; Curaçao: Keeps a licence register and publishes dated public warnings; Anjouan: Issues licences; Tobique: Issues licences.
  • What it does not do - Malta (MGA): Does not replace the operator's own process; it asks you to try the operator first; Curaçao: Has no player complaints process; Anjouan: We found no player-facing page we can point you to; Tobique: Same.

Malta. The one casino on our list with a Maltese licence is Spinit. The Malta Gaming Authority has a complaint form for players of its licensed operators, and asks that you try to settle the dispute with the operator's support and management first. That makes your written complaint from step one much more than a formality.

Curaçao. The largest group on our list. Curaçao's regulator publishes public warnings about named operators, with dates, which shows it acts and is worth checking for your casino. It is not a complaints route: nobody there will take up your withdrawal. Flagman casino, for example, is on our list under a Curaçao licence. If a dispute with it goes wrong, the routes in the next section are the ones you have.

Anjouan and Tobique. Eighteen casinos on our list. We could not find a regulator page where a player can raise a complaint, so we will not pretend one exists.

Your bank or payment provider - the route that actually works

For most offshore casinos, the bank or payment service you deposited through is the only party that can act, and it has deadlines.

Card payments can be disputed with the bank that issued your card, the process usually called a chargeback. Its purpose is to reverse a card payment when the service paid for was not provided as agreed. The bank decides whether your case qualifies under the card scheme's rules, and it will ask for evidence: the file from step one.

Be clear about what this can and cannot cover. A dispute works on payments you made, which means your deposits. A winning that was never paid is not a card transaction, so the bank is not reversing "your win". It is deciding whether the casino delivered what your deposit paid for. That is a narrower question, and banks answer it differently.

Time limits make this urgent. Card disputes have to be raised within a period counted from the payment date, set by the card scheme and your bank. Ask your bank the day the problem starts, not after weeks of waiting for the casino. E-wallets run their own dispute processes with their own deadlines, and the same applies: check theirs early. Crypto payments generally cannot be reversed at all, which is worth knowing before you deposit that way.

Latvia adds one fact that can matter. Banks and payment institutions are forbidden to work with gambling operators on VID's list of blocked companies, which are operators without a Latvian licence. If your casino is on that list and your payment went through anyway, tell your bank. How much weight it carries is the bank's call. What not to do

Some responses to a withheld payout make it less likely you will ever be paid.

  • Do not pay a "recovery" service. People who promise to get money back from a casino for an upfront fee target exactly this situation, and you may lose more money.
  • Do not open a second account at the same casino or a sister site. Duplicate accounts break almost every casino's terms and give the operator a real reason to keep your balance.
  • Do not threaten the casino in public before you have used the routes above. Keep your complaint factual and in writing.
  • Do not try to win it back. Depositing more to recover a withheld amount is chasing a loss. If that is where you are, self-exclusion in Latvia blocks every Latvian-licensed operator at once.
