The Website Is Not Working -  What Actually Happened

If a casino website suddenly stops opening, the first thing that comes to mind is a technical issue. But this time, that is not the case. What you are seeing is the visible part of a government decision: the Latvian State Revenue Service (VID) register contains 4,168 domains, and the same decision prohibits banks and payment institutions from cooperating with the operators listed in the register. If the website is not opening this morning, you are not alone.

The domain list published by VID is dated 20 August 2026, and the registry page was updated on 21 August 2026. It contains 8,336 entries -  each domain is listed twice, with and without "www." Most are .com domains (3,300), followed by .casino (191), .bet (154), .net (91), and .eu (56). There are only five Latvian .lv domains on the list: 1win.lv, betadrian.lv, nolimitway.lv, slotscapital.lv, and vavada.lv. So the answer to "Vavada is not working" is simple: vavada.lv is on this list.

The legal basis is the Law on Lotteries and Gambling, specifically Articles 1(3), 1(6), 2(1), 3(1), 46(2), and 81. The decision is not temporary, and it cannot be circumvented simply by changing the browser address.

It's Not Just the Browser -  Banks Are Prohibited from Cooperating

Most articles about "blocked casinos" stop at the fact that the website does not open. But the other side of the registry decision is much more important: VID states that credit institutions and payment institutions are prohibited from cooperating with unlicensed interactive gambling operators included in the list.

This prohibition is based on Article 44, Paragraph 1 of the Law on Payment Services and Electronic Money and Article 65, Paragraph 4 of the Law on Credit Institutions. The casino banking ban in Latvia is not merely something discussed in public statements -  it is an applicable legal requirement.

What does this mean in practice? If your deposit "went through" before the decision, it may no longer do so. A Latvian bank or payment institution may not transfer money to these operators or receive payments from them.

Therefore, a withdrawal that has not arrived is not necessarily stuck because the casino "doesn't want to pay." The legal payment route itself may be blocked.

The answer to "why can't I access a casino in Latvia?" is therefore twofold: the browser cannot access the website (domain blocking), and the bank does not process the payment (the prohibition on payment institutions). The second part is what directly affects your money.

The registry does not block companies -  it blocks specific domains. This is best illustrated by Optibet. The licensed optibet.lv is not on the list and continues to operate. However, optibet.com and optibet.ee are blocked.

The licensed .lv domains -  optibet.lv, lvbet.lv, betsafe.lv, tonybet.lv, laimz.lv, and klondaika.lv -  have all been checked and are not on any blocked list.

This distinction explains why some people say "this casino is banned," while others are playing there at the same time. The correct answer is that a brand can be both licensed and partially blocked if it uses foreign domains. The decision applies to the address, not the brand name.

What Happens to Money Already in Your Account?

The main question worrying anyone who discovers that their casino website is no longer accessible is: have I lost my money?

The short answer is no, it is not automatically lost. The decision does not liquidate accounts or confiscate balances. However, it can block the legal payment route through which the money can be withdrawn.
